The OJDBC is now brought with utPLSQL-java-api. Updated project version. Updated library dependencies. Update default values for local testing.

Update of project dependencies to use utPLSQL-java-api in version 3.2.2
Update cli version to 3.2.0-SNAPSHOT.
Fixed JDBC dependencies.
Changed to require Java version 11.
Updated dependencies for used libraries.
